State Performance Plan/Annual Performance Report: Part B

This FSM report describes the status of FSM’s implementation of the Individuals with Disabilities Education Act (IDEA) Part B requirements for special education and related services. Consistent with IDEA Section 616, FSM submitted its FFY 2022 Part B State Performance Plan/Annual Performance Report (SPP/APR) for the period of July 1, 2022 – June 30, 2023. The introduction section of this FSM report includes information on the technical assistance and training programs provided in the FSM to enhance teacher and education leader skills for improving outcomes of children with disabilities in the Federated States of Micronesia (FSM) school system. The training programs, such as the CELPP initiative, aims to build scholars with effective leadership skills and competencies. Project CURRENT involves surveying special education stakeholders to formulate a comprehensive retention strategy. FSM's engagement with OSEP-funded groups facilitates sharing of personnel development needs and strategies. Collaborations with organizations like IDEA Data Center (IDC) and National Center for Systemic Improvement (NCSI) have led to valuable training sessions and information exchanges within FSM.
